Drone Threat to the Homeland

Aeon Development, in partnership with Gravitec Inc., has released a new research report examining the emerging threat posed by small unmanned aircraft systems to the United States homeland.

The report, “Inside the Perimeter: The Emerging Domestic Drone Threat and the Challenge of Defending the American Homeland,” argues that the U.S. drone-defense challenge is considerably broader than the traditional question of whether NORAD can detect and intercept hostile aircraft approaching American territory.
Modern commercial and military drone technology allows an adversary to potentially move the launch point inside the traditional defensive perimeter—through domestic procurement, covert pre-positioning, maritime or logistics networks, foreign proxies, or domestic actors.

Recent operations in Ukraine and the Middle East demonstrate how inexpensive unmanned systems can be covertly positioned close to strategic targets, bypassing defenses designed primarily to detect threats arriving from outside a country's borders.
The report also examines hundreds of reported UAS incidents involving U.S. military installations and the evolving legal, technological and organizational response within DoD, NORTHCOM, DHS, FBI, FAA, Coast Guard and state and local law enforcement.
Key findings
• The threat is not simply an air-defense problem. Counter-UAS requires integration of intelligence, counterintelligence, law enforcement, border security, maritime security, aviation management and military defense.
• Geographic depth no longer guarantees warning. A drone or its components can potentially be obtained or positioned close to a target before an attack begins.
• Domestic procurement creates a difficult detection problem. Commercial drones and components have extensive legitimate uses, making malicious activity difficult to distinguish from normal activity.
• U.S. military installations have already experienced substantial drone activity. Recent incidents exposed gaps in detection, authorities, interoperability and the ability to respond quickly to unidentified aircraft.
• Critical infrastructure presents a much larger protection problem than military bases alone. Energy systems, ports, airports, communications infrastructure, water systems, refineries and other privately operated assets must be considered part of homeland drone defense.
• No single sensor or countermeasure is sufficient. Radar, passive RF, Remote ID, electro-optical/infrared systems and other sensors must operate as a layered network.
• The U.S. cannot economically place a complete military-grade counter-drone system around every important facility. Shared regional sensing and mobile response forces offer a more scalable approach.
• Jurisdiction matters. DoD, FAA, FBI, DHS, state/local law enforcement and private infrastructure operators operate under different authorities, potentially creating delays during a rapidly developing incident.
• The best interception may occur before launch. Intelligence, counterintelligence and law-enforcement investigations can disrupt an attack when defenders still have days or weeks rather than seconds to respond.
The report identifies seven major homeland-defense gaps:
Geographic — Sensor — Identification — Authority — Interoperability — Time — Intelligence Fusion
Its principal recommendation is the development of a National Low-Altitude Security Architecture connecting military, federal, state, local and approved critical-infrastructure sensor networks into a common low-altitude operating picture, supported by regional counter-UAS response capabilities and permanent defenses around the highest-consequence national assets.
The central conclusion is straightforward:
America does not primarily lack counter-drone technology. The larger problem is a mismatch between an inexpensive, distributed and rapidly deployable threat and a defensive architecture divided by geography, jurisdiction, ownership, authorities and disconnected systems.
